MINUTES

Present: Lian Smith, Fred Guidi, Roz Diamond Absent: Andrea Aldana
Non-members present: Neil Andres, David Quinn, Joyce Ikonnikow (awaiting selectmen approval for membership), Marilyn Miller (Reporter for Cape Codder)
- Key discussion points:
- Committee logo as prepared by Aaron Smith was unanimously approved to send to Selectmen for approval. Committee requested Aaron be asked to consider a design for a town-based recycle logo to include “Eastham recycles. Reduce. Reuse, Recycle”. Lian will follow up. Once logo approved, it will be used on Meeting Minutes, correspondence, literature, etc.
- Web site development: Fred will update existing DPW web site to include Committee purposes.
- Swap Shop:
- Roz and Lian met with various Volunteers to identify names, addresses and phone numbers so as to schedule a subsequent meeting with them.
- Barry Clifford, Transfer Station Manager, is DPW employee with whom we should coordinate Swap Shop issues. 508-240-5970.
- Fred presented revised spread sheet analyzing financial impact of various percentage reductions in MSW with PAYT, and hypothetical sticker and per bag fees.
- Value of single stream primarily for curbside pickups. Single stream = combining trash and recyclables for later sorting at a facility. There is currently no local option for haulers to drop off single stream materials.
- DPW grant applications to be submitted to EPA:
- to study feasibility of regional commercial single stream operation in Eastham.
- for Category 8, noncompetitive small grant of $500-2,000 for development/printing of educational materials
- Draft of Resident Survey prepared by Andrea was well received. Comments included
- Adding questions on “how many bags of trash/week do you use?”, “Do you recycle now?”
- Survey should be a two-street: both provide info to residents and receive info from residents
- Suggested locations at which to distribute Survey once finalized include:
- Web site
- Library
- Town Hall
- Clerk’s Office
- Include with Tax Bill
- Dave will send Andrea Committee comments
- Eastham demographic data:
- 2,300 full-time Households (HH)
- About 28% of HH single person
- About 48% of HH 2-person
- About 76% of full-time residents live in 1 or 2-person HH
- Fred will run spreadsheet again using 2 models: 1) $125 sticker fee and 2) $150 sticker fee, each escalated 2.5% a year in keeping with SEMASS. Each will estimate costs/revenue assuming a 10% and a 25% increase in recycling
- Goal of Selectmen in studying options: to reduce town subsidy to Transfer Station thus reducing tax impact on residents
